Under the unified arrangement of National Development and Reform Commission and the National Energy Administration, and in conjunction with the provinces energy authorities, China Renewable Energy Engineering Institute has organized a statistical review on the overall situation of national quarterly, half-yearly and annual wind power project approval, development, construction, and operation.
China National Renewable Energy Centre has completed the "first half of 2013 China Wind Power Construction Statistical Evaluation Report" as requested in the "wind power Information Management Interim Measures" (States New Energy  No. 136). The report includes the provinces data review, confirmation, and aggregation of the reports submitted by the (autonomous regions and municipalities) wind power project companies, as well as the energy authorities of different levels, major equipment manufacturing enterprises.The following are the summary of 2013 first half wind power construction and development:The wind projects approvals:As of June 30th, 2013, the national total approved wind capacity reached 115.72 million kilowatts, with the cumulative grid connected capacity of 67.49 million kilowatts, and a capacity of 48.23 million kilowatts under construction.During the first half of 2013, there are 102 approved new projects nation wide. The new approved capacity reached 9.02 million kilowatts, an increase of 4% y-o-y. Among them, the approved new capacity in Xinjiang Uygur Autonomous Region reached over 2 million kilowatts, ranking first in the country. The new approved additional capacities in Shanxi and Gansu Provinces have exceeded 100 million kilowatts, ranking second and third respectively.The installed capacity:During the first half of 2013, China newly added grid-connected wind power capacity reached 4.83 million kilowatts, representing a decrease of approximately 39% y-o-y. As of June 30th, 2013, the country's total grid connected wind power capacity accounted for 5.9% of the country's total power installed capacity. Of which, Inner Mongolia wind power grid connected capacity exceeded 17 million kilowatts leading the whole nation. Hebei, Gansu, Liaoning, Shandong, Jilin, Heilongjiang, Xinjiang, Ningxia, Jiangsu, Shanxi, Yunnan, Guangdong, Fujian Ministry and other 14 provinces (autonomous regions and municipalities), the accumulated grid connected capacities have also exceeded 100 million kilowatts respectively.The grid connected electricity:During the first half of 2013, the national wind power grid connected electricity reached 69.5 billion KWHs, an increase of 48 percent y-o-y, accounting for 2.8% of the national total grid connected electricity supply. Calculated on conversion of 320 grams standard coal per KWH, the grid connected wind power electricity can be converted to about 22 million tons of standard coal. Inner Mongolia wind power electricity in the first half has reached 18 billion kwh that remains the first in the country, accounting for 26% of the national total wind power grid connected electricity. In addition, the grid connected wind power electricity in Hebei, Gansu and Liaoning provinces have also exceeded 5 billion KWHs respectively.The wind farm operation:During the first half of 2013, the national average utilization hours of wind farms reached 1,059 hours, representing an increase of approximately 70 hours y-o-y. The nationwide abandoned wind power reached 7.7 billion KWHs, representing 10% wind abandoning rate, a decrease of 2%. Inner Mongolia Autonomous Region, Jilin Province and Gansu Provinces have made remarkable improvement over last year, but the wind abandoning rate is still over 10%.The construction of large-scale wind power base:As of the first half of 2013, the country has approved 10 large-scale wind power bases with an approved capacity of 16.9 million kilowatts. Among them, the construction of Jiuquan wind power base first phase and Zhangjiakou base first phase projects have been completed. The approved bases under construction include Damaoqi base, Jiuquan base second phase, Zhangjiakou base second phase, Chengde base first phase, Tongliao Kailu base, and Hami southeast bases. Minqin Hongshagang base of Gansu province has also been approved in June this year. The installed capacity of each investing companies:During the first half of 2013, Guodian newly added grid connected capacity reached 1.4 million kilowatts, remaining the first in the country with a cumulative grid connected capacity of 14.4 million kilowatts. Huaneng newly added grid connected capacity reached 310,000 kilowatts, ranked second with a cumulative grid connected capacity of 8.65 million kilowatts. Datang newly added grid connected capacity reached 300,000 kilowatts, ranked third with a cumulative grid connected capacity of 8,000,000 kilowatts. Five power generation groups’ cumulative grid connected capacity reached 38.33 million kilowatts, accounting for 57% of the country's total grid connected capacity.The wind turbine manufacturers:First half of 2013, the national newly added wind turbine installed capacity reached 6.93 million kilowatts, of which Goldwind newly added installed capacity accounted for 18% in the domestic market share, ranking first in the country. Guodian United Power business continued its market share expansion, accounting for 12% of the domestic market share, ranking the second. Guangdong Ming Yang, Hunan XEMC and Shanghai Electric newly added installed capacity have all exceeded Sinovel and Dongfang Turbine during the first half of this year, ranked third, fourth, and fifth respectively.As of the end of June 2013, the total domestic accumulated installed wind turbine of all types reached 77.14 million kilowatts. Goldwind ranked first with 16.37 million kilowatts. Sinovel ranked second. Guodian United Power cumulative installed capacity has exceeded Dongfang Turbine and ranked third in the country.
