44 offshore wind projects listed in the China national development plan

China National Energy Administration released a national offshore wind power resolution. There are 44 offshore wind power projects have been included in the national development plan nationwide.

The projects that have been included in the national development construction plan shall be regarded as been included in the approved project plan and should be approved within the validity period (2 years). The provinces (autonomous regions, municipalities) development and Reform Commission, Energy Bureau should strengthen the communication and coordination with the marine, maritime, military and other departments on the project construction.

According to this resolution, the 44 offshore wind power projects are distributed in Tianjin and the provinces of Hebei, Liaoning, Jiangsu, Zhejiang, Fujian, Guangdong, Hainan etc… Among those project, the Jiangsu province has the largest development and construction projects that reached 3489700 kilowatts.

National Energy Administration proposed that the power grid enterprises should actively carry out the power grid connection supporting construction for the offshore wind power projects that have been listed in the development construction resolution, implement the grid connection and power consumption. At the same time, the grid connection documentation and construction funds should be arranged in order to accelerate the supporting grid power transmission project construction and make sure these projects will be completed synchronize with the completion of the offshore wind power projects.

China 12th 5 year wind power development plan has proposed that by 2015, China offshore wind power installed capacity will reach 5 million kilowatts; by 2020, offshore wind power installed capacity will reach 30 million kilowatts.

China’s offshore wind power industry is still at the initial stage. According to the statistics from China Wind Energy Association, in 2013, the capacity of China’s offshore wind power projects built reached 428600 kilowatts, only accounts for about 0.5% of the national total wind power installed capacity, there is still big gap from wind power development goals of the twelfth five year plan.

The reasons for the slow development of offshore wind power is multiple. Particularly with respect to the onshore wind power, offshore wind power project comprehensive cost is higher, and the maintenance of operation cost is also high.

In order to encourage investors to develop the quality offshore wind energy, in June this year, National Development and Reform Commission released the offshore wind power price policy to determine the grid connected electricity price from the non-tendering offshore wind power projects put into operation before 2017.

Along with the increasing policy support from the Chinese government on the offshore wind power development, as well as the formal introduction of grid connecting electricity price, the Chinese offshore wind power construction speed will be significantly enhanced.
